    Maybe a little ‘thinking out of the box’ is in order here.
    At first glance, it would seem that an oil rich country should solve it’s energy problems with oil.
    Give the people wind generators, solar panels and batteries, I say. Look at it as a short term fix, but actually it would be much more than that. People would have their own energy supply. nothing like as much as they might want, but energy they can use when they want,, not when the National Grid decides to let them have some.
    This may seem like a nonsensical solution, but my hunch is that the costs when compared to bringing additional major oil supplies on stream would be minimal and it would win a huge popular vote from the people of a war-torn land who have had everything taken away from them. This would be very demonstrably, giving something back and would offer a true form of independence.
