Calming the waters in the Gulf

The crowded waters of the Persian Gulf are the latest flash point of friction between Iran and The West. An agreement like INCSEA – the landmark 1972 treaty between the Soviet Union and the US on incidents at sea – would be ideal. More than that: implementing such an agreement is doable if we act now, while Iran is willing to negotiate, in the days following their recent confrontation with the British Navy…BS
