    Actually, this is not exactly what is happening. The “Real ID Act” – on which the national ID card is based – DID pass Congress in 2005, but has not yet been implemented. In fact, the only bill that came before Congress to authorize initial funding for it (in July 2007) was tabled. Funding would only have been $300 million – about $1 per person, for a program that is expected to cost between $7 and $10 per person. And who has to pick up the rest? The individual states. But, as we all know, many states simply don’t have the money for this.

    As well, the Real ID Act permits states to “opt out,” and thus far over half a dozen (including conservative Washington state) have. In this regard, despite the fear-mongering of the article, the DHS CANNOT foist this on the states as mandatory.
