    This is something really seen on this blog, or anywhere else for that matter. An article which makes a very concrete suggestion.
    At the heart of it, there is one very unconcrete statement: ‘Everyone would pay for the plan, based on their ability to pay.’ Now just how do you intend to figure that one out? A means test of some kind? I have seen people lose their homes and their dignity, thanks to schemes based upon ‘the ability to pay’. This is the road to total State and Federal Control. Beware!
