I think you may be looking at this the wrong way. Given that there is little that could be done with this land in this climate, it would seem a “positive” use to provide a “common space” for people. And God knows we have too few of those these days. While I obviously would not want to see these types of things put up everywhere, there is certainly “room” for them, depending on their placement.
