Negative Interest rates at a Central Bank near you?

Actually the best way of imposing real negative interest rates, thus encouraging people to invest in production/employment as aoopsed to ‘risk free’ instruments like Tbills is to insist on a minimumlevel of inflation , say 3% to keep the economy moving.
