This tightly written essay lays out Senator Obama’s ideas for Congressional ethics reform, concentrating on the reasons it is needed and the way the new proposed system of oversight would work. It’s reassuring to see that his ideas echo the general outline of the “First Hundred Hours” reform package to be introduced by Speaker Nancy Pelos and othet Democratic Party leaders when the 110th Congress convenes.
