It is far, far easier to drain swamps, fluoridate water, and install other "engineered" solutions to public health problems than it is to influence human behavior. It is the single most difficult problem in medicine. Despite the simplicity of the rules that protect us from HIV/AIDS. 500 new cases will occur in the next hour, 90 of them in children, 100% of them preventable. The virus is winning in the battle with AIDS, winning by a large margin. There is hope, as always, but the problem is immense and gets little publicity. Bill
