I am currently putting the finishing touches on a FAQ for the mb-Civics 
list, but it seems that I need to publish a section from it in advance:

Regarding behavior on the list:
It is to be expected that in discussions people will not agree with each
other all the time. Discussion of differing opinions is encouraged on
the list, and one is always free to state ones position, and go into
reasons and explanations for holding that opinion. However, it is
expected that people will express their opinions in a way that does not
insult the person with whom they are disagreeing. When a thread gets off
topic or becomes a personal discussion, and potentially not of interest
to the entire list, it is expected that the parties will take their
discussion to private email and not continue it on the list. People who do 
not
abide by these standards will be asked to leave the list.
