    There is a problem here. Everything that this peice says might be right, but apart from looking for ‘a corageous candidate’ there is no constructive substance to it.
    How do you get value for money, and value for money for what? These are the actual issues which no one wants to discuss.
    Under those circumstances, what hope is there?
