Unlike the Indian Ocean tsunami of 2004, the horrific grandeur of this moment unfolded before the unblinking eyes of Japan’s ubiquitous surveillance cameras, mobile phones, and hovering news helicopters, compiling a record of rebuke to the sense of protection once extended by the technology and engineering at the heart of Japanese life.
