Grahan Allison was an Assistant Secretary of Defense in the Clinton Administration and is now the director of Harvard’s Belfer Center for Science and International Affairs. He examines the plans for a US troop “surge” for the coming “Battle of Baghdad” – arguably the most important single military campaign of the entire war – and also the utterly dismal history of the Iraq Army, which is severely under-manned and divided along sectarian lines.
