Tierney suggests that Bush et al do not play the PR game as well as Osama bin Laden. “Al Qaeda wasn’t a serious military threat to America, but it could play one on television.” He also takes Bush et al to task for saying, “We’re on the offense against the terrorists on every battlefront, and we’ll accept nothing less than complete victory,” commenting that “When you define victory that way…you’ve doomed yourself to defeat…”
