This article sounds so positive, but when you get to the ‘nitty-griity’ you find that, “Here in Massachusetts, we have cut the annual growth in electricity demand by nearly one-third.” ie: the growth in electricity demand is two thirds of what it was. It is still growing significantly.

Ian Bowles goes on to say, “…..the federal government could accrue tens of billions annually. With that money, Washington could offer irresistible financial incentives….”
There are two ‘coulds’ in this surmise. Why arn’t they ‘woulds’?
This all needs watching carefully. Mr Bowles talks about a ‘Federal-State compact’. It all sounds very nice, but for it to happen in the way it is painted here, will require a lot more than happy speculation.
The results so far, are miniscule and there is no guarantee that the monies derived from these ‘auctions’ will be used efficiently or even appropriately.
