The article makes clear that the Iraqi Parliament kicked this bill out because of the issue of central power relating to regional governors, but it does not go on to outline whether they think that the bill granted too much or too little central power.
Posted on 29-Feb-08 at 2:16 am | PermalinkOne would think that it would be the later, but maybe the Parliament is looking for some kind of regional devolution. This is not made clear and is central to our understanding of the situation.
