NYT: City Said to Have Paid Bills as Giuliani Affair Began

Giuliani has become the Teflon presidential candidate: no matter how immoral, unethical or even illegal his actions or behavior, he seems to get a free pass from his supporters and the G.O.P. in general. Will NOTHING take down this immoral, unethical, proto-totalitarian bully?
