He seems to answer his own question.
First, if over 30,000,000 people protesting in 106 cities in over 20 countries simultaneously – before the war started – did not have an effect on the U.S. and British governments, why would Americans believe that lesser-number protests would have any effect once the war started?
Second, the administration’s assault on the Constitution, civil liberties, etc. has created an increasingly discomforting climate for all but the hardiest protestors (i.e., those willing to be arrested, etc.). That is, people have become (consciously or not) too SCARED to protest, given that (again, consciously or not) the equation they see is “dissent = anti-government = possible arrest, etc.”
