Then there is their personal behavior.

NYT: Leader Quits Ballot Effort by G.O.P. in California

"A movement to reapportion electoral votes may stall." This is almost too much to hope for. I can only believe they are pretending to back away from it in order to take it out of the "public eye" (and the news) for a while - but will be back with it when the attention dies down and they have a better chance of bamboozling the Californians.
