Close enough for government inspection.  But more precisely, in Algonquin, it means "land between two waters."  The town of Tioga, Louisiana is between the Red River and the Little River (land between two waters).  You'll find the name "Tioga" in Williamsburg, Virginian (home of Colonial Williamsburg).  Williamsburg's Tioga is between the James River and the Chickahominy River.  Joe also see's America as Tioga -- land between the two waters of the Atlantic and the Pacific.  Joe also likes to imagine that HE's a tioga -- bridging the gap between streams of understanding -- such as between the Hawks and Doves of the Vietnam Era (like when he reminds HAIR heads they would be doing a disservice to HAIR's Claude Hooper Bukowski, if they denigrated GI's and veterans for their military service.  If the HAIR story were non-fiction, Claude's name would appear among the more than 58,000 on the Vietnam Veterans Memorial in Washington, DC.  Joe says Claude would see those others so named as his brothers and sisters.  Joe thinks that's why Claude went to Vietnam.  How else could he get his point across to his hippie brothers and sisters that the American GIs and veterans were not their enemy?  He became a GI himself, a veteran, a name on a wall, KIA in RVN, Killed In Action in the Republic of Vietnam).  But that's only Joe's two cents worth.  Who's he to say what's what (he always says to me)?  He's just a regular Joe.
