I don't get it. Halliburton "overcharges" by tens, perhaps hundreds, of millions, yet only gets a slap on the wrist. This company "defrauds" the government of $3 million, and it's front-page news. What, exactly, is the difference between "overcharging" and "fraud?" Isn't the first simply a euphemism for the second?
