 Who's Next at DHS?
 
   OFFICIALLY, Bernard B. Kerik, the former New York police commissioner, withdrew his candidacy for the job of secretary of homeland security last month because a former household employee of his may have been an illegal immigrant. Unofficially, he withdrew because of allegations of corruption. He should have withdrawn for a completely different reason: He had neither the skills nor the experience to run the sprawling, chaotic Department of Homeland Security, to manage its more than 180,000 employees or to establish priorities for the 22 agencies under its purview. Last week the current secretary, Tom Ridge, released a national terrorism response plan; it is 426 pages long and packed with organizational charts, annexes and acronyms. Whoever is next proposed for this unusually demanding Cabinet position should not be merely a law enforcement officer but an unusually gifted, even visionary manager.
