[Mb-civic] More looting in America, now in Brownsville

When ever a natural disaster happens in America, looting occurs, why?

I've noticed this during most, if not all, hurricane events this year in America. 

When we have floods, black outs, ice storms etc here in Canada, I do not hear of looting, just stories people trying to get their lives back together.

It's a cultural difference I guess, eh !

PS Point is, America has to look after it's "own" back yard, this looting during community duress is unacceptable behaviour !
